Rosman Elementary School is a Total Title 1 School. This means we participate in a Title 1 comprehensive schoolwide program that is intended to upgrade the complete educational program in our school thus raising academic achievement for all of our students. This schoolwide program is available to schools with a student base where at least 40% come from low-income families. This is based on the percentage of students receiving lunch free of charge or at a reduced rate each day. Currently, for the 23-24 school year, over 70 percent of our students qualify for free or reduced priced lunch however the district is a Title 1 district and no children pay for lunch. The primary goal of a Total Title 1 School is to ensure all students, particularly those who are low-achieving, demonstrate at least proficient levels of achievement.  

At a Title 1 school, all staff should work toward upgrading the entire educational program and improving the achievement of all students, particularly those who are low achieving. Within the Every Student Succeeds Act (ESSA) all school-wide programs that want to continue receiving funds must conduct a comprehensive needs assessment and an appropriate plan, and conduct an annual review of the effectiveness of the program. We collect evidence of our compliance throughout the year and have this evidence organized for annual reviews. 

A benefit of being a Total Title 1 School is that we can serve all students in our building. We can use our Title 1 funds in a variety of ways, but we must engage in reform strategies that increase the amount and quality of learning time and provide a high-quality curriculum.
